Finding
Quench water header elbow at the 14 inch tee shows external wall loss under a failed coating. Replace the spool.

Findings
Coating disbonded over roughly 3 ft of the elbow extrados with underlying pitting to 0.118 in remaining wall against a 0.180 in t-min.

API 570 section 7
Recommended options
- Replace the spool piece with the same schedule and re-coat.
Justification
The remaining wall is below the minimum for the operating pressure and the corrosion mechanism is active under the coating.
Notes
Not tied to a charted vessel, so it appears in the unassigned RR card on the board.
