FINDINGS:
During the 2026 Olefins Unit Turnaround, visual inspection of E-304 (Quench Water Cooler) — Bundle revealed erosion that exceeded the acceptance criteria per TEMA RCB-11 / API 510 section 7. Refer to the information below for specific dimensions of the aforementioned defects.
Tube ends in the inlet pass are wire-drawn to a depth of 1.5 to 2 in. Fourteen tubes are beyond the plugging criterion.
RECOMMENDATIONS:
- Option 1: Option 1 (recommended): plug the 14 affected tubes and ferrule the remaining inlet pass.
- Option 2: Option 2: retube. Not achievable within the outage window.
JUSTIFICATION(S):
Ferrules stop the erosion mechanism at the tube inlet, and 14 plugs is 4.9 percent of the bundle, inside the allowable.
